New York’s generous subsidies to Amazon

Published by

The future site of an Amazon distribution center in Niagara County. Photo by Garrett Looker. New York in recent years has awarded so many tax breaks and subsidies to Amazon that it now ranks as one of the top states in the nation for doling out assistance to the $2 trillion company. The state’s more than $700 million in total subsidies to Amazon ranks it fourth in the country, according to a new data analysis by SwitchOnBusiness, a consulting firm. Only Oregon, Virginia and Illinois have given the e-commerce giant more. The consulting firm gathered its information from Good Jobs[...]

Secretive state board gives Amazon another break

Published by

The 3 million-square-foot Amazon distribution center being built in Niagara County will not have to pay construction workers prevailing wages, a state board has ruled, despite the project receiving $137 million in tax breaks and subsidies.  State law says the developer must pay prevailing wages if a private construction project costs more than $5 million and subsidies account for at least 30 percent of costs. The wage rate is set by the state Department of Labor and influenced by union pay.  But the state Public Subsidy Board decided in March those rules won’t apply to the Amazon facility.  Why not?[...]

Niagara IDA extends Amazon tax breaks

Published by

Amazon’s stalled warehouse project in the Town of Niagara won a reprieve Wednesday. The Niagara County Industrial Development Agency, in a unanimous vote, granted the e-commerce giant a six-month extension on a package of $124 million in property, sales and mortgage tax subsidies tied to its proposed  distribution center. That means Amazon has until February 2024 to close on the subsidies the agency granted one year ago for its planned 3 million square-foot facility on Packard Road. Board Chairman Mark Onesi said the IDA could vote on two more six-month extensions, meaning Amazon could have until February 2025 to begin[...]

No action on Amazon’s warehouse in Niagara

Published by

One year after winning $124 million in tax subsidies from the Niagara County Industrial Development Agency, Amazon has taken few steps to build its promised 1,000-employee warehouse in the Town of Niagara. On Monday, the 217 acres of land along Lockport Road where Amazon plans to build its three-million-square-foot facility remained vacant. No earth had been moved, no stakes were in the ground. No construction equipment was present. In response to the delay, the IDA is now poised to grant Amazon a six-month extension on its subsidy package. The extension — which the IDA’s board will consider Wednesday — indicates[...]

Thanks to WNY, Amazon subsidies hit $5 billion

Published by

A $124 million subsidy package given to Amazon by the Niagara County Industrial Development agency this summer helped the e-commerce giant reach a milestone: $5 billion in total government subsidies. That total came from 309 subsidies in 38 states since 2000, according to data compiled by Good Jobs First, a nonprofit that tracks corporate tax breaks. Washington, the state where Amazon is headquartered, gave the company the most subsidies, a total of $824 million. Illinois ranked second with $732 million, followed by New York at $671 million. Those subsidies went towards facilities ranging from warehouses to offices to film and[...]

Podcast: How Amazon wins tax breaks

Published by

On today’s Investigative Podcast, reporter J. Dale Shoemaker sits down with journalist and author Alec MacGillis to talk about Amazon’s expansion in Western New York, the future of Rust Belt cities like Buffalo and MacGillis’s book, “Fulfillment: America in the Shadow of Amazon.” MacGillis’s book explores how Amazon and other large companies have transformed American cities and exacerbated wealth disparities. Cities like Seattle, for example, where Amazon is headquartered, have no shortage of high-paying jobs in tech, but are rapidly becoming unaffordable except for the very richest people. Meanwhile, cities like Buffalo and Niagara Falls have experienced steep population decline and[...]

How Amazon plays the leverage game

Published by

Cathy Rayhill was floored when she heard Amazon wanted to build a three-million-square-foot warehouse on Grand Island. “It was completely inappropriate for our community, that was my first thought,” she said. Rayhill envisioned Amazon’s trucks wearing down the island’s two sets of bridges to the point where the town would have to close them and raise taxes to fix them. Not only could the warehouse operation put the island’s infrastructure at risk, it could harm the environment — all for 1,000 jobs that would not pay much above the minimum wage.  Rayhill and her neighbors were outraged and began organizing[...]

Podcast: Reporting the Amazon story

On Tuesday, Investigative Post reported on the huge subsidy package Amazon is receiving to build a warehouse in Niagara County. In exchange, Amazon will employ 1,000 people, most earning $15 an hour. Reporter Dale Shoemaker sat down with Garrett Looker, host of our podcast series, to discuss the reporting. You can watch the interview via our YouTube channel or listen to it as a podcast. Our intent is to publish a podcast a week. Coming up[...]
